Topic 1 focuses on describing results from MATES II study: diesel is 90% of risk, chrome and PERC featured high for remaining 10%. A brief mention of what SCAQMD is doing to reduce diesel emissions, and then a description of SCAQMD rules to reduce PERC/MeCL emissions (rules for degreasers, wood laminaters, dry cleaners), and SCAQMD's outreach/P2 approaches to these sectors.


Topic 2 focuses on describing the Neighborhood air toxics assessment program, its early results, and a forecast of what CARB plans to do with the info. This is an opportunity for CARB to ask for help from the P2 community to address the risks identified by the assessments.


Topic 3 focuses on the big picture of how diesel emissions apportion among various sources in California (on road vs. off-road vs. marine/air), then describes the most effective ways to reduce diesel emissions (low sulfur fuels, traps, catalysts, anti-idling measures, etc). A brief outline of what laws (fed and state) are in place/being enacted and when they take effect, followed by a discussion of ways to reduce diesel even before the new laws take affect (Carl Moyer financial incentives, getting mitigation measures into NEPA/CEQA construction projects, use of biodiesel for backup generators and vehicles, etc.). CARB will point out how P2 community members can help promote voluntary diesel reduction at state and local levels.
