Safer Alternatives in Cleanup Solvents for Lithographic Printing

There are thousands of lithographic printers in the U.S., most of them small businesses. Emissions of cleanup solvents used to clean rollers and blankets are very high, much higher than emissions of the solvents used in the inks. Most of the cleanup solvents used in the industry are VOCs and many of them are also toxic. This presentation will focus on the results of projects that were conducted in the Los Angeles area over the last few years by the Institute for Research and Technical Assistance (IRTA), a nonprofit organization. In these projects, IRTA worked with 21 lithographic printing facilities to identify, develop, test and demonstrate low-VOC, low toxicity alternative cleanup materials. IRTA found and demonstrated water-based, acetone based and soy based cleaning alternatives that were effective. The South Coast Air Quality Management District adopted a VOC regulation that became effective January 1, 2008 based on the results of the IRTA projects.

Chemical Policy 101 and California's Green Chemistry Initiative

Ken Zarker from the WA Department of Ecology will begin the presentation with an overview of national policies regarding chemicals used in everyday products and their risks. He will also discuss international policies such as the EU’s REACH program and the importance of educating regional businesses who export to the EU. In 2007 the State of California launched the California Green Chemistry Initiative; part of this process was creating a public process to fill information and safety gaps about chemicals, developing overall policy goals, and finally, identifying and recommending policy options. Don Owens, Green Chemistry Initiative Coordinator’s, presentation will focus on the current status of the Initiative and will give us an inside look on what issues they intend to address in the future. Green Chemistry is a strategy to reduce the use of toxic substances so that they do not harm the public or contaminate the environment. It is a sharp departure from managing industrial wastes by disposal or incineration. Green Chemistry is a way to make goods and engineer processes using less toxic materials, less energy, and less waste. Renewable feedstocks, recycling, sustainability, and other life-cycle attributes are incorporated at the design stage. This “cradle-to-cradle” approach of Green Chemistry means fewer hazardous substances along with improved air quality, cleaner drinking water, and a safer workplace.
